Mark E. Simmons is the President and Chief Executive Officer of Commerce National Bank. Mr. Simmons is a member of the Bank's Asset Liability Committee, Loan Committee, Community Reinvestment Act/Compliance Committee, Ad Hoc Strategic Planning Committee and an ad hoc member of the Compensation and Governance Committee.

Mr. Simmons began the process of organizing the bank in August 2002. He has served as a director and as the President and Chief Executive Officer of the Bank since its formation in 2003. Mr. Simmons was associated with Marine National Bank and its successor, First Security Bank, from 1986 to June 2000. After leaving First Security Bank in June 2000, Mr. Simmons served as an independent financial analyst until he began the process of organizing the Bank.

Mr. Simmons joined Marine National Bank in 1986 as an Executive Vice President and Director. He was promoted to the position of President and Chief Executive Officer in late 1987, a position he retained until the purchase of the bank by First Security Bank in December 1998. During his term as President, the bank grew from $60 million in assets and $6 million in capital to $264 million in assets and $32 million in capital. In addition to being a director of Marine National Bank, Mr. Simmons was a member of the Directors Loan Committee, the Investment and Asset Liability Committee, the Marketing Committee, the Personnel Committee, and the Compliance and Community Reinvestment Committee, and met frequently with the Audit Committee.

Prior to joining Marine National Bank, Mr. Simmons was Executive Vice President, Director and branch administrator of Orange City Bank, a three-branch bank headquartered in Orange County.

In September 1983, at the request of the Board of Directors of Heritage Bank, Mr. Simmons joined the senior management team of that bank in order to restructure and re-capitalize that troubled California bank. Prior to recapitalization, however, a potential lawsuit emerged, which eliminated any investor interest, and the bank was closed six months after Mr. Simmons joined the bank. From 1981 to 1983, Mr. Simmons was Senior Vice President and Manager of the headquarters office of CommerceBank in Newport Beach California. He was Vice President and Manager of the Newport Beach branch of City National Bank from 1978 to 1981. Mr. Simmons began his banking career in 1968 with Security Pacific National Bank, where he stayed for ten years.
